  • Crown Prince of Saudi Arabia Mohammad Bin Salman bin Abdulaziz Al Saud arrived in New Delhi today evening on a 2-day official visit.
    • The Crown Prince who is also the Vice President of the Council of Ministers and Minister of Defence of the Kingdom of Saudi Arabia was accompanied by a high-level delegation, including Ministers, senior officials and leading Saudi businessmen.
    • During this visit, he will hold bilateral talks with Prime Minister Narendra Modi on a wide range of issues of mutual interest. 
    • Several agreements are expected to be signed after the talks. 
  • External Affairs Minister Sushma Swaraj has reached Madrid (capital of Spain) in the 3rd and final leg of her three-nation tour (Bulgaria - Morocco - Spain).
    • She will have a bilateral meeting with her Spanish counterpart.
  • Myanmar today set up a committee to discuss reforming the country's military-drafted constitution.

  • Prime Minister Narendra Modi today inaugurated Madan Mohan Malviya Cancer Centre of the Banaras Hindu University (BHU). 
    • The hospital aims to provide affordable cancer care to patients in Uttar Pradesh, Jharkhand, Bihar, Uttarakhand and even neighbouring countries like Nepal. 
    • The PM also inaugurated Homi Bhabha Cancer Hospital in Lehartara.

  • Prime Minister Narendra Modi laid the foundation of Bihar's 1st metro in Patna
    • The Patna Metro Rail Project will be built at an estimate of over ₹13,300 crore and will be completed in five years. 
    • The metro rail, which will provide an alternate mode of conveyance to around 26.23 lakh people, will have two corridors.
Science & Technology
  • China is planning to build its 1st space-based solar power station.
    • Orbiting 36,000 kilometres above ground, this station capture solar energy in orbit and beam it to the Earth.
    • The beams would be converted into power through ground station.

  • President of Argentina Mauricio Macri arrived in New Delhi today on a 3-day official visit to India.
    • During this visit, he will hold delegation level talks with Prime Minister Narendra Modi.
      • The two sides will review progress in bilateral ties and explore new avenues of cooperation. 
      • Several agreements will be signed after the talks.
  • External Affairs Minister Sushma Swaraj has met her Bulgarian counterpart Ekaterina Zaharieva in the capital Sofia.
    • The two leaders discussed a range of bilateral issues related to the economy, agriculture, health, tourism and culture. 
    • Important Points to Note :
      • Mrs. Swaraj is on a two-day visit to Bulgaria. 
      • This is the 1st ever visit by an Indian External Affairs Minister to the Balkan nation.
  • Schools in France are set to replace the words 'Mother' and 'Father' with 'Parent 1' and 'Parent 2' on the administrative forms under an amendment to a law passed earlier this week. 
    • The move is aimed at ending discrimination against same-sex parents.

      • The two leaders will discuss bilateral, regional and global issues of mutual interest.
    • Morocco Visit :
      • She will interact with her counterpart Nasser Bourita
      • She will also call on King Mohammed VI, King of Morocco, Saad Dine El Otmani, Head of Government, and Habib El Malki, President of the Chamber of Representatives.
      • The visit will provide an opportunity to hold in-depth discussions on various issues.

      • She will hold a bilateral meeting with her counterpart Josep Borrell Fontelles to discuss bilateral, regional and global issues of mutual concern.
      • Note : The Spanish government will also confer upon Mrs Swaraj the Grand Cross of the Order of Civil Merit for India's swift response through Operation Maitri in rescuing 71 Spanish nationals from Nepal in 2015 in the wake of the disastrous earthquake.

  • At least 44 CRPF jawans were martyred in a suicide attack by terrorists at Jammu and Kashmir's Pulwama. .
    • A terrorist named Adil Ahmad Dar from Pulwama, targeted two vehicles of the 70-vehicle CRPF convoy carrying 2,500 personnel and hit one bus with his car carrying 350 kg IED explosives. 
    • This attack was claimed by Jaish-e-Mohammed (JeM).
    • Following this attack, India has withdrawn the MFN (Most Favoured Nation) status that it had granted to Pakistan
      • India had granted the status to Pakistan in 1996, a year after WTO's formation.
      • What is MFN ?
        • In international economic relations and international politics, Most Favoured Nation (MFN) is a status or level of treatment accorded by one state to another in international trade. 
        • MFN means the country which is the recipient of this treatment must nominally receive equal trade advantages as the "most favoured nation" by the country granting such treatment.

    • It was proclaimed on 3 November 2011 by UNESCO's 36th General Conference.
    • It was originally proposed by the Kingdom of Spain.
    • First world radio day was observed in the year 2012.
    • Theme of World Radio Day 2019 : “Dialogue, Tolerance and Peace”.
  • Prime Minister Narendra Modi will visit Korea on 21-22 of this month. 
    • During the visit, he will be conferred with the 2018 Seoul Peace Prize at a ceremony. 
    • The visit will provide an important occasion for the two countries to review the recent developments in bilateral relations. 
    • The two sides will exchange views on regional and international issues of common interest with the objective of further strengthening the Special Strategic Partnership.
  • Macedonia officially changed its name to the Republic of North Macedonia
    • Note : The name change clears the way for the country to join military alliance NATO.
  • Philippine President Rodrigo Duterte is planning to change the country's name to 'Maharlika'. 
    • The name change would require a new law and the public's approval in a referendum.
    • Note : 'Philippines' was named after Spanish King Philip II.
  • Saudi Arabia's Crown Prince Mohammed bin Salman will make his 1st state visit to India on February 19-20.
    • He'll be accompanied by a high-level delegation, including ministers, senior officials and Saudi businessmen. 
    • The Crown Prince will meet President Ram Nath Kovind and Vice President M Venkaiah Naidu, and hold bilateral talks with PM Narendra Modi.

    • The World Government Summit is a forum dedicated to shaping the future of governments.

  • US President Donald Trump's 2nd summit with North Korean leader Kim Jong-un will take place in Hanoi (Capital of Vietnam) later this month. 
    • Trump met Kim for the first summit in Singapore on 12th June 2018. At this summit, the North Korean leader agreed to "work toward complete denuclearisation of the Korean Peninsula."
  • Bangladesh has sought India's support with the early repatriation of the Rohingya refugees to Myanmar. 
    • Bangladesh's Foreign Minister A K Abdul Momen made the request during his meeting with Prime Minister Narendra Modi in Delhi today. 
    • Important Points to Note :
      • The Bangladesh Prime Minister is on a 3-day official visit to India. This is  his first after assuming office January 7.
      • More than 7 lakh Rohingya Muslims crossed into Bangladesh, fleeing the military crackdown in Myanmar's Rakhine State in August 2017.
  • Sierra Leone's President Julius Maada Bio has declared rape and sexual assault a national emergency after cases of sexual and gender-based violence doubled last year. 
    • Those convicted of raping minors would be sentenced to life in prison.

    • External Affairs Minister Sushma Swaraj and Foreign Affairs Minister of Bangladesh Dr Abdul Momen co-chaired the meeting.
    • Mrs Swaraj and Mr Momen took stock of progress in security, defence, trade and connectivity, development partnership, water, power and energy sectors and consular and cultural cooperation. 
    • Note : The last Joint Consultative Committee Meeting between the two countries was held in October 2017 at Dhaka. 
  • The 69th Berlin International Film Festival was started in Berlin, Germany.

  • India and New Zealand held 2nd Foreign office consultations in New Delhi. 
    • The consultations between the two sides provided an opportunity to review the entire range of bilateral relations, including political, trade and economic ties.
    • Both countries have exchanged views on regional and multilateral issues, including cooperation at UN and other International Organizations. 
    • India also reaffirmed its commitment to working closely with New Zealand in these areas.

  • The Chinese Lunar New Year is being celebrated around the world with lanterns, performances, decorations and food.
    • People are bidding farewell to the Year of the Dog in the 12-year Chinese astrological cycle and welcoming the Year of the Pig with hopes of happiness and good fortune.
  • Monaco's Prince Albert II, is on a week long visit to India. 
    • He is accompanied by a high-level delegation.
    • Aim of this Visit : To strengthen bilateral ties, specially in sectors such as trade and energy.
    • He called on External Affairs Minister Sushma Swaraj and discussed opportunities for cooperation in areas of environment, specially renewable energy, investment into India, smart cities, marine ecosystems, tourism and people-to-people contacts.
    • Later he met Prime Minister Narendra Modi and exchanged views on enhancing cooperation, especially in environment and climate change and renewable energy.
National Current Affairs
  • The Election Commission today announced that the Visually impaired and blind voters to get Braille Voter Slips in the Lok Sabha polls due later this year. 
    • This move is a part of Election Commision's 'Accessible Elections' Strategy.
    • The Election Commission also plans to provide braille election photo identity cards to visually challenged voters.
    • Important Points to Note :
      • Braille enabled slips were used in recently held assembly elections.
      • Electronic voting machines already have the braille feature.
  • The Uttar Pradesh state government has invoked the Essential Services Maintenance Act (ESMA) banning strikes in all departments and corporations under it for a period of six months.
    • The order came after negotiations between government and state employees association failed on the issue of old pension scheme.
    • The employees association comprising teachers, officers and employees of state government has threatened to go on strike from tomorrow.
    • Employees are demanding old pension schemes instead of new pension schemes.
  • The National Green Tribunal (NGT) has imposed a penalty of Rs 25 lakh on the Uttar Pradesh government for its failure to stop discharge of dirty water into Upper Ganga canal.
    • The green panel said that clean environment is a fundamental right and the apathy by the authorities has to be dealt with coercive action.
  • Andhra Pradesh Chief Minister Chandrababu Naidu and Chief Justice of India Ranjan Gogoi jointly inaugurated the Interim High Court complex of the state in Nelapadu (Vijayawada). 
    • The two storied complex houses 16 court halls. 
    • The interim court was set up as actual High Court is being built in proposed Justice City in Andhra Pradesh’s capital Amaravathi.
  • The Punjab government approved a rural development scheme worth Rs 384.40 crore to supplement the ongoing works to build village infrastructure and provide essential amenities. 
    • Named ‘Smart Village Campaign’, the scheme would be financed with funds from the 14th Financial Commission and MGNREGA works.
Banking, Business & Economic Affairs
  • UK Home Secretary Sajid Javid has signed an order to extradite beleaguered liquor baron Vijay Mallya to India.
    • Mallya has 14 days from now to appeal against the extradition order. 
    • Earlier, the Westminster Magistrates' Court had sent the case of Mallya to the Home Secretary for a decision on his extradition.
  • The government today announced that the Aadhaar number of small and marginal farmers will be optional for the 1st instalment of ₹2,000 under the recently launched Direct Cash Transfer Scheme.
    • Aadhaar is, however, compulsory for subsequent transfers. 
    • Note : Finance Minister Piyush Goyal had in Interim Union Budget 2019 announced income support of ₹6,000 per year to farmers holding cultivable land up to 2 hectares.

  • Veteran Marathi actor Ramesh Bhatkar (70) passed away.
    • Bhatkar was known for his roles in the TV series "Commander" and "Hello Inspector" and worked for more than 30 years as an actor in mainstream Hindi and Marathi films such as "Aai Pahije", "Kucch To Hai" and "Bhavesh Joshi Superhero".
    • His most recent movie was “The Accidental Prime Minister”.
New Appointments
  • Former mayor of San Salvador, Nayib Bukele has claimed victory in the El Salvador's presidential election
    • The new president will take office on June 1 for a five-year term.

  • Former Law Minister of Nepal Nilambar Acharya has been appointed as country’s ambassador to India
    • The position of the Nepalese ambassador to India was vacant for more than a year after Deep Kumar Upadhyay resigned to join politics.
    • President Bidya Devi Bhandari administered oath of office to Acharya at Rastrapati Bhawan at Sheetal Niwas.
  • K. P. Singh, Senior Indian Police Service officer, took charge as officiating Director-General of Police, Haryana
    • This is in addition to his present duty as D-G Human Rights Commission.
Sports Current Affairs
  • The Bangladesh Cricket Board (BCB) is going to build an International Cricket Stadium in Dhaka's Purbachal area after the name of the current Prime Minister Sheikh Hasina
  • Pakistan woman cricketer Sana Mir became only the 2ns Asian cricketer to feature in 100 T20I matches
    • Mir achieved the feat when she stepped onto the field in Pakistan's third T20I against the Windies in Karachi on Sunday. 
    • Note : Earlier, Pakistan's Shoaib Malik had become the first Asian cricketer to feature in 100 T20I matches.
  • Qatar won its first major soccer title by beating four-time champion Japan in the 17th edition of the AFC Asian Cup held in United Arab Emirates(UAE). Sudan born Almoez Ali, became the first player to score nine goals at a single Asian Cup.

    • Today (4th February) is World Cancer Day.
      • This Day was founded by the Union for International Cancer Control (UICC) to support the goals of the World Cancer Declaration, written in 2008.
      • The Day aims to save millions of preventable deaths each year through education, raising awareness and by pressing governments and individuals across the world to take action against the deadly disease. 
      • The primary goal of the World Cancer Day is to significantly reduce illness and death caused by cancer by 2020.
      • Theme of World Cancer Day 2019-21 : “I Am and I Will
      • Note : India has around 2.25 million cases with over 1 lakh new cases being registered every year. In 2018, the disease led to nearly 7 lakh deaths.

    • The US Agency for International Development has stopped all financial assistance to Palestinians in the occupied West Bank and Gaza.
      • It will end about $60 million in US aid for the Palestinian security forces. 
      • The aid cut requested by the Palestinian Authority, is linked to a new American legislation under which foreign aid recipients could be sued under anti-terrorism lawsuits.
    • Presidential election will be held in El Salvador today, with four candidates contesting the post.
      • Incumbent President Salvador Ceren cannot run for a second consecutive term under the country's legislation.
      •  Over 5.2 millions citizens have registered to vote.
      • Note : El Salvador is the smallest and the most densely populated country in Central America.
    • The landmark visit of Catholic Church head Pope Francis and Al Azhar Grand Imam Ahmed El-Tayeb to United Arab Emirates begins today.
      • The three day-visit of the two religious leaders will see their participation in the Human Fraternity Conference which is being organized today and tomorrow in Abu Dhabi.

    • Today (2nd February) is World Wetlands Day.
      • This Day is celebrated to raise public awareness about the importance and value of wetlands.
      • On this date in the year 1971, the Convention on Wetlands, known as the Ramsar Convention, was adopted in the Iranian city of Ramsar, drawing attention to the importance of wetlands. 
      • Theme of World Wetlands Day 2019 :  'Wetlands and Climate Change'
    • The United States has suspended its obligations under the Intermediate-Range Nuclear Forces (INF) Treaty with Russia effective February 2.
      • The US has accused Russia of violating the Cold War-era pact by deploying a ground-based cruise missile.
      • Note : The INF treaty required the elimination of both US and Russia's land-based nuclear missiles from Europe.
    • Russian President Vladimir Putin today announced that the country will follow US example and withdraw from the Intermediate-Range Nuclear Forces (INF) Treaty within 6 months. 
      • He added that Russia will design new intermediate-range weapons. 
      • The 1987 arms control pact bans both the US and Russia from stationing short- and intermediate-range land-based missiles in Europe.
    • Uzbekistan has lifted the ban on teaching Political Science, according to a decree issued by President Shavkat Mirziyoyev
      • The subject was entirely banned in 2015 under the regime of President Islam Karimov on the grounds that it is a western pseudoscience that does not take into account the "Uzbek model" of development.

    • The 1st part of the Oxford English Dictionary was published on this day (1st February) in the year 1884.
      • Published originally as 'A New English Dictionary on Historical Principles', it was called the 'Oxford English Dictionary' for the first time in 1895.
      • Under the editorship of James Murray, the final and 126th part of the dictionary was published in 1928, 44 years after publication began.
    • To celebrate 150 years of chemistry's periodic table, the United Nations Educational, Scientific and Cultural Organization (UNESCO) has declared 2019 as the International Year of the Period Table of Chemical Elements.
      • Russian scientist Dmitry Mendeleev first published the Periodic Table in 1869.
      • Director-General of UNESCO : Audrey Azoulay
    • Italy’s Prime Minister Giuiseppe Conte today inaugurated the new ‘Africa Centre for Climate and Sustainable Development’ in Rome. 
      • This Centre will provide a fast-track, demand-driven mechanism for African countries to access grant resources that support policies, initiatives, and best practices on climate change, food security, access to water, clean energy, and accelerating progress on the Sustainable Development Goals (SDGs) in Africa. 
    • The United Nations Security Council (UNSC) has adopted 'Resolution 2454', a resolution to extend sanctions against the Central African Republic (CAR) for another year.
      • This resolution decides to renew the sanctions regime - an arms embargo, travel ban and asset freeze till January 31, 2020.
      • It also decides to extend the mandate of the panel of experts, which helps the Security Council with the implementation of the sanctions, until Feb 29, 2020.
    National Current Affairs
    • Today (1st February) is 42nd Indian Coast Guard Day.
      • The interim Indian Coast Guard came into being on 1 February 1977, equipped with two small corvettes and five patrol boats transferred from the Navy.
      • The Indian Coast Guard's mission is to assist mariners and safeguard life and property at sea.
    • 16th Death anniversary of 1st Indian American woman in space Kalpana Chawla is being observed today.
      • She died when the space shuttle of NASA disintegrated on re-entering Earth's atmosphere on February 1, 2003.
    • The Goa Assembly passed a bill amending a state tourism law which will make drinking alcohol, cooking and littering in public places a criminal offence
      • Under the new amendment, violators will be fined ₹2,000, however, a group would have to pay ₹10,000 for the same. The bill has been sent for Governor's approval to make it a law.
    • Union Minister for Tourism K. J. Alphons inaugurated a project under North East India Circuit of  Swadesh Darshan Scheme of Ministry of Tourism.
    • An International Conference on 8th century Himalayan sage Guru Padmasambhava was held in New Delhi. 
      • The conference was organised as part of events to commemorate 50-years of formalization of diplomatic ties between India and Bhutan.
      • Guru Padmasambhava (also known as 'Guru Rinpoche') was born in India and travelled all across Himalayan region in the 8th century to spread Buddhism and Buddhist teachings.
      • He is highly revered in Bhutan. There is an image or painting of the Guru Padmasambhava in every Bhutanese home or temple.
      • Guru Padmasambhava is considered to be the founder of Nyingma tradition, oldest of the four major schools of Tibetan Buddhism.
    • The government of Uttar Pradesh has approved the construction of the Ganga Expressway, the longest expressway in the world
      • The expressway will provide for better connectivity of the Prayagraj (Allahabad) to Western Pradesh.
    Banking, Business & Economic Affairs
    • Finance minister Piyush Goyal presented the Interim Union Budget 2019 in Lok Sabha. Here are the major highlights.
      • This is Modi government’s 6th union Budget and 1st Interim budget.
      • No Income Tax for income up to ₹5 lakh
      • Individuals with gross income of up to ₹6.5 lakh will not need to pay any tax if they make investments in provident funds and prescribed equities
      • Standard tax deduction for salaried persons raised from ₹40,000 to ₹50,000
      • TDS threshold on interest on bank and post office deposits raised from ₹10,000 to ₹40,000
      • TDS threshold on rental income increased from ₹1.8 lakh to ₹2.4 lakh
      • I-T processing of returns to be done in 24 hours
      • Within next 2 years all verification of tax returns will be done electronically without any interface with the tax payer
      • Package of ₹6000 per annum for farmers with less than 2 hectares of land. Scheme will be called Pradhan Mantri Kisan Samman Nidhi.
      • Vande Bharat Express, an indigenously developed semi high speed train, to be launched
      • One lakh digital villages planned in the next five years
      • Fund allocation to Northeast region increased to ₹ 58,166 crore in this year, a 21% rise over last year for infrastructure development
      • Anti-camcord regulations to be introduced in the Indian Cinematograph Act to prevent piracy and contact theft of Bollywood films.
      • Single window clearance for Indian filmmakers will be introduced.
      • 25 per cent of sourcing for government projects will be from MSME, of which three per cent will be from women entrepreneurs.
      • National Artificial Intelligence portal to be developed soon
      • The ESI cover limit has been increased to ₹ 21,000. Minimum pension was also increased to ₹ 1000.
      • Mega pension scheme for workers from the organised sector with income of less than ₹15,000. They will be able to earn ₹ 3000 after the age of 60 years. The scheme will be called PM Shramyogi Maan Dhan Yojana.
      • 2% interest subversion for farmers pursuing animal husbandry.
      • All farmers affected by severe natural calamities will be given interest subversion for the entire period of three per cent of loans.
    • The Department of Industrial Policy and Promotion (DIPP) has been renamed as the Department for Promotion of Industry and Internal Trade with a mandate to deal with matters related to start-ups, facilitating ease of doing business among others.
      • The newly-named department under the Ministry of Commerce and Industry will look into matters related to promotion of internal trade, including retail trade, welfare of traders and their employees, facilitating ease of doing business and start-ups, the order approved by President Ram Nath Kovind said.
    • Top trade officials from the United States and China have begun talks in Washington for defusing the escalating tariff war
      • The Chinese delegation is headed by Chinese Vice Premier Liu He, while the American side is led by US Trade Representative Robert Lighthizer.
      • Note : US and China have just a month remaining in a 90-day truce declared in December. Should the talks fail, US import duties on 200 billion dollars  in Chinese imports are due to more than double on 2nd March.
    Awards & Honors
    • The Union Minister of Railways and Coal, Piyush Goyal has been awarded the Carnot Prize 2018 for the transformational changes brought by him during his tenure as Union Minister of Power.
    • Among all the states that participated in the Swasth Bharat Yatra organised by the Food Safety and Standards Authority of India (FSSAI) in commemoration of the 150th birth anniversary of Mahatma Gandhi, Tamil Nadu has received the Swasth Bharat Yatra Award under ‘The Best Performing State’ category.
      • Other Awardees
        • Best States with a population above 3 crore : Gujarat, Madhya Pradesh, Uttar Pradesh and Maharashtra.
        • Best States having a population less than 3 crore : Punjab, Goa and Delhi
        • Special awards : Meghalaya, Jammu and Kashmir and Uttrakhand were given special awards for their participation despite their hilly and difficult terrain.
    • To help continue trade and circumvent US sanctions, Germany, France and the UK have set up a payment channel with Iran called INSTEX.
      • INSTEX is short for "Instrument in Support of Trade Exchanges." 
      • The payment channel allows for European countries to continue trade with Iran but could put them on a collision course with Washington.
      • The three countries have launched the device at a meeting of EU foreign ministers in Bucharest.
    New Appointments
    • The European Parliament has recognised Juan Guaidó as Venezuela's Interim President and called upon European Union member states to do the same until there were "new free and credible elections". 
    • The Broadcast Audience Research Council of India (BARC India) has elected Punit Goenka as the new Chairman. 
      • Punit is currently working as MD and CEO of Zee Entertainment Enterprises Limited (ZEEL).
    Sports Current Affairs
    • 36-year-old India Women ODI captain Mithali Raj has become the 1st woman cricketer to feature in 200 ODIs, achieving the feat in the third ODI against New Zealand today.
