    • Today (31st May) is World No Tobacco Day.
      • This day is an annual awareness day sponsored by the World Health Organization (WHO) since 1987 to highlight the health risks associated with tobacco use and encourage governments to adopt effective policies to reduce smoking and other tobacco use.
      • Theme of World No Tobacco Day 2019 : ‘Tobacco and Lung Health’.

    • India's Unemployment Rate rose to a 45-year high of 6.1% in 2017-18 fiscal year, the Statistics Ministry announced today. 
      • The data showed that 7.8% of all employable youth in urban areas were jobless, while the figure was 5.3% in rural areas
      • Joblessness among men stood at 6.2%, compared to 5.7% for women.
    • The Central Pollution Control Board (CPCB) said that the water of river Ganga is unfit for direct drinking and bathing at most of the places it travels through in India. 
      • Out of 86 live monitoring stations installed across India, only seven areas were found to be fit for drinking after disinfection and 18 were found to be fit for bathing.

    • Israeli lawmakers have voted to dissolve parliament after Prime Minister Benjamin Netanyahu failed to form a coalition government following last month's elections. 
      • The country will now hold fresh elections on September 17. It's the first time in Israel's history that it has been forced to hold new elections due to failure to form a government after the previous election.
    • The United States (US) and the United Arab Emirates (UAE) have announced that mutual defence cooperation agreement (DCA) has come into force, amid increasing tensions between Washington and Tehran.
      • The DCA will enhance military coordination between the United States and the United Arab Emirates, further advancing an already robust military, political, and economic partnership at a critical time.

    • Today is Hindi Journalism Day.
      • On this day in the year 1826, the first Hindi newspaper of India called Udant Martand (The Rising Sun) was edited and published. 
      • With this, the Hindi Journalism completed its 187 years in India.

      • It was on this day in 1987 that Goa became the 25th state of India.

      • PM Modi will visit the Maldives in his first bilateral visit post assuming office for the second term. He had visited the Maldives in November 2018 to attend the oath-taking ceremony of President Ibrahim Mohamed Solih.
    • The Philippines has proposed a law under which students will be required to plant at least 10 trees before they are allowed to graduate from primary school, high school and university. 
      • Lawmakers said 525 billion trees could be planted in a generation if the law is properly implemented. 
    • Bangladesh President Abdul Hamid is going to attend Prime Minister Narendra Modi's swearing-in ceremony on May 30, Bangladesh's presidential palace said. 
      • India has invited leaders of BIMSTEC (The Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation) nations, the Prime Minister of Mauritius and President of the Kyrgyz Republic for the oath-taking ceremony.

    • India and Japan are in advanced talks with Sri Lanka to build a container terminal at the port in Colombo
      • The terminal would come up next to a Chinese terminal built as part of the Belt and Road Initiative
      • Sri Lanka will control 51% of the project with India and Japan jointly controlling the rest.
    • Papua New Guinea Prime Minister Peter O'Neill today resigned from his post after weeks of unrest in the government.
      • The announcement came after high-profile defections from his Government to the Opposition. 
      • O'Neill has handed over leadership to Sir Julius Chan, who will become prime minister for the 3rd time.
    • Australian Prime Minister Scott Morrison has announced his new cabinet and the nation's new ambassadors to the United States and the United Nations.
      • Morrison announced a new-look cabinet, including a record seven women and the first indigenous minister in Australian history, promising that it would focus on service delivery for Australians.
    • Citizens across 21 European nations are voting today for new representatives at the European Parliament in the last leg of four day poll.
      • 7 nations of the 28-member bloc have already voted. 
      • The European parliamentary election is the 2nd largest democratic exercise in the world. 
      • Current European lawmakers' terms end on 1st July and the new parliament will take their seats in Strasbourg the following day.
    • Ireland has voted by an overwhelming majority to relax its constitutional restriction on divorce.
      • The step is the latest in a series of reforms to modernise the charter of the once-devoutly Catholic nation. 
      • Results today showed that some 82 per cent of voters cast their ballots in favour of removing a provision requiring couples to live separately for four out of the previous five years before dissolving their marriage.
      • Note : At present, Irish divorce law is regarded as among the most restrictive in Europe.

    • NDA leader Narendra Modi met President Ram Nath Kovind today and staked claim to form new government. 
      • President appointed Modi to the office of Prime Minister and asked him to advise about the names of others to be appointed members of the Union Council of Ministers. 
      • The swearing-in ceremony is likely to take place on May 30.
      • Modi will take oath as the Prime Minister for a second straight term at 7 pm on May 30 (Thursday). 
      • The members of Union Council of Ministers will also be sworn in along with Modi at the Rashtrapati Bhavan. 
      • Note : The BJP-led NDA won 353 out of 542 Lok Sabha seats that were contested in the elections.

    • Theresa May today announced that she is going to step down as the Prime Minister of the United Kingdom on June 7. 
      • This comes as May faced backlash by her own MPs against her latest Brexit plan
      • Since January, the UK Parliament has rejected the withdrawal agreement that May negotiated with the European Union (EU) three times.
    • The World Health Organisation (WHO) has announced Algeria and Argentina as the latest countries to be recognised as malaria-free
      • Both countries have registered zero cases of malaria in the last three years. 
      • Other than Algeria and Argentina, there are 36 other countries that are recognised as malaria-free by the WHO. 
      • Note : While all these nations are moving away from malaria, India is still continuing its fight with around 9.5 million cases of malaria recorded in 2017.
    • India was among 116 nations to vote in favour of a UN General Assembly resolution that demanded the UK withdraw its “colonial administration” from the Chagos Archipelago unconditionally within 6 months, supporting Mauritius in its quest for the restoration of sovereignty over the island chain in the Indian Ocean.

      • The purpose of this day is to bring attention to, and increase knowledge of and respect for, turtles and tortoises, and encourage human action to help them survive and thrive.

    • England is going to introduce a ban on single-use plastic items including straws, cotton buds and drink stirrers from April 2020 over environmental concerns. 
      • There will be a complete ban on plastic drink stirrers' supply, however, registered pharmacies will be permitted to sell plastic straws, over the counter or online. 
      • Eateries won't be allowed to display plastic straws or provide them automatically.
    • Sri Lanka has extended by another month the emergency regulations, which were enforced after the Easter Sunday terror attacks.
      • President Maithripala Sirisena issued an extraordinary gazette notice today extending the emergency regulations which was imposed a month ago after suicide blasts at multiple locations in the country which killed over 250 people including 45 foreigners.
      • The emergency provisions give the military sweeping powers to act against fundamentalist organizations behind the attacks, which was claimed by Islamic state.

    • Today (21st May) is World Day for Cultural Diversity for Dialogue and Development.
      • This day is a United Nations–sanctioned international holiday to help people learn about the importance of cultural diversity and harmony.
    • In Serbia, lawmakers today amended the penal code to introduce a life sentence without parole, despite concerns voiced by the Council of Europe. 
      • Until now, the maximum sentence in Serbia, which seeks to join the European Union, was 40 years in prison.
      • According to the new law, those sentenced to life imprisonment will be able to ask a tribunal to review their sentence once they have spent 27 years behind bars. 
      • But those convicted of rape followed by murder, or serious crimes against children or pregnant women, will not have that option.
    • Myanmar Navy Ship UMS King TabinShweHtee (773) and UMS Inlay (OPV-54) have arrived Port Blair for the ‘Opening Ceremony’ of the 8th Indo-Myanmar coordinated patrol (IMCOR), at Andaman and Nicobar Command.
      • The CORPAT (Co-ordinated Patrol) initiative between the two navies is meant to address issues of terrorism, illegal fishing, drug trafficking, human trafficking, poaching and other illegal activities inimical to interest of both nations. 
      • Started in Mar 2013, the CORPAT series has enhanced the mutual understanding and fostered improved professional interaction between the two navies for maritime interoperability.
    National Current Affairs
    • Anti-Terrorism Day being observed across India today (21st May 2018).
      • Former Prime Minister of India, Rajiv Gandhi, was assassinated by a female suicide bomber on this day (21st May) 1991, while conducting an election campaign in Sriperumbudur in Tamil Nadu. 
      • The bomb attack was carried out by Thenmozhi Rajaratnam, also known as Dhanu, who was reportedly a member of the Sri Lankan militant organisation Liberation Tigers of Tamil Eelam (LTTE).
    • Maharashtra Governor Ch Vidyasagar Rao today signed an ordinance promulgated by the state government that upholds admissions given to students under the Maratha quota in postgraduate medical and dental courses. 
      • The ordinance is good news for 253 students whose seats were confirmed under the quota. 
    Banking, Business & Economic Affairs
    • Asia's richest person Mukesh Ambani-led Reliance Industries has toppled state-run Indian Oil to become India's largest company by revenue
      • Reliance reported revenue of ₹6.23 lakh crore for 2018-19 compared to Indian Oil's ₹6.17 lakh crore. 
      • Note : With this milestone, Reliance has achieved the number one position in India in terms of revenue, profit and market capitalisation.
    • State-run Punjab National Bank (PNB) could take control of two-three small state-run banks.
      • These small lenders could include Oriental Bank of Commerce, Andhra Bank and Allahabad Bank
      • The country's third-largest public sector lender could start the process of taking control of the banks in the next three months.
    • The Reserve Bank of India (RBI)'s central has decided to create a specialised supervisory and regulatory cadre within the RBI to strengthen the supervision and regulation of commercial banks, urban cooperative banks and non-banking financial companies. 
      • A decision to this effect was taken at a meeting of the Central Board here under the Chairmanship of RBI Governor Shaktikanta Das
    People in News
    • Only 6 days after making a record 23rd ascent to Mount Everest, Nepalese Kami Rita Sherpa bettered his record on Tuesday while guiding a team of Indian police. 
      • He first summited the 8,848-metre peak in 1994 while working for a commercial expedition. 
      • The 49-year-old guide has made 35 summits on five 8,000-metre peaks, including K2, the world's second-highest mountain peak.
    Awards & Honors
    • Paris St-Germain's Kylian Mbappe, who has already scored 32 goals this season, was named both the best player and best Under-21 player for the 2018-19 season
      • German midfielder Dzsenifer Marozsan, who helped Olympique Lyonnais' women's team to a record-extending 13th consecutive league title and fourth straight Champions League crown, was named the best first division female player.
    • An Indian peacekeeper is among the 119 military, police and civilian personnel who will be honoured with a prestigious UN medal 2019 for courage and sacrifice in the line of duty.
      • Police Officer Jitender Kumar made the supreme sacrifice while serving in the United Nations Organisation Stabilisation Mission in the Central African country of Congo. 
      • He will be honoured posthumously with the Dag Hammarskjold Medal on Friday as the world organisation observes the International Day of UN Peacekeepers.
    Deaths
    • Former Formula One driver Niki Lauda (70) passed away.
      • Lauda, who had suffered serious burns in a near-fatal crash at German Grand Prix in 1976, won three championships (1975, 1977 and 1984). 
      • The Austrian competed in a total of 171 races, winning 25.
    • Filmmaker and film historian Vijaya Mulay (98) passed away.
      • The filmmaker was best known for her 7-minute animated film 'Ek Anek Aur Ekta', which was first aired on Doordarshan in 1974.
    New Appointments
    • Pakistan today appointed Moin-ul-Haque as the High Commissioner to India
      • Haque's appointment comes after Sohail Mahmood left the High Commission to take over as Pakistan's Foreign Secretary. 
      • He earlier served as Pakistan's Ambassador to France. Besides India, Pakistan also announced appointments of High Commissioners to China, Japan and Brussels.
    • Indonesia's Joko Widodo has been re-elected as president of the country, defeating rival Prabowo Subianto, a retired general.
    Sports Current Affairs
    • 9 Indian boxers, including Mary Kom have won their respective bouts in the Second India Open International Boxing tournament being held in Guwahati.
      • In her first competitive bout in the new 51 kg category, MC Mary Kom defeated Nepal's Mala Rai. 
    • The Committee of Administrators(CoA) announced in New Delhi today that the much-awaited elections of the Board of Control for Cricket in India (BCCI)  will be held on October 22.
    • A 3-member team led by 2010 Asian Games bronze medallist Ashish Kumar will represent India at the second World Challenge Cup Series gymnastics tournament in Osijek, Croatia from May 23 to 26.
      • Besides Ashish, the Indian contingent will also have Rakesh Kumar Patra and Shraddha Talekar.
      • Note : The World Challenge Cup is a major FIG event with a broader participation of 110 gymnasts from 30 different countries.

      • External Affairs Minister Sushma Swaraj will be representing India in the meeting of Council of Foreign Ministers (CFM), of Shanghai Cooperation Organization (SCO) to be held in Bishkek in Kyrgyz beginning tomorrow.
        • The CFM meeting will review the preparations for the forthcoming SCO Summit in Bishkek in 13-14 June and also exchange views on topical issues of international and regional importance. 
        • Note : This will be the 2nd CFM meeting that India will be attending as a full member of SCO.
      • The Navies of India and Singapore are participating in the annual maritime bilateral exercise SIMBEX in the South China Sea.
        • Various maritime combat exercises such as firing on aerial or surface targets, advanced aerial tracking, coordinated targeting exercises and tactical exercises on the surface or air scenarios is being conducted during the exercise.
        • Naval ships INS Kolkata and INS Shakti taking part in the bilateral naval exercise, along with long-range maritime patrol aircraft Poseidon-8I
        • The Singapore side is being represented by RSN ships Steadfast and Valiant, maritime patrol aircraft Fokker-50  and F-16 fighter aircraft.
      • Spanish Navy ship 'Mendez Nunez' (Frigate) with a crew of 30 officers and 135 sailors is on Mumbai visit from May 18 to 23. 
        • The ship is on Overseas Deployment and is docked at the Mumbai Port Trust.
        • The Commanding Officer of 'Mendez Nunez' will interact with Rear Admiral Rajesh Pendharkar, Flag Officer Commanding, Maharashtra Naval Area, during its stay.
        • The visit would further strengthen the existing bonds between the two navies.

      • India has voiced concern over the delays in reimbursement to countries providing peacekeeping troops and police for UN missions.
        • Note : The UN owes India  38 million US Dollars, among the highest it has to pay to any country, for peacekeeping operations as of March 2019.
        • India's share of the UN's budget has been increasing in recent years, including a 13 per cent increase from this year and the country has been paying its share on time.

      • Today (17th May) is World Telecommunication and Information Society Day (WTISD 2018).
        • This day was proclaimed to be on 17 May by United Nations General Assembly resolution, following the 2005 World Summit on the Information Society in Tunis. 
        • ​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​Theme of WTISD 2019 :  "Bridging the standardization gap"
      • Taiwan has become the 1st Asian country to legalise same-sex marriage
        • In the year 2017, the island's constitutional court ruled that same-sex couples had the right to legally marry. 
        • Taiwan's parliament was given a two-year deadline and was required to pass the changes by May 24.
      • US President Donald Trump has rolled out a merit-based immigration system from which foreigners, including hundreds and thousands of Indian professionals and skilled workers, waiting to get Green Cards or permanent legal residency stand to benefit. 
        • Under the proposed system permanent legal residency would be given based on points for their age, knowledge, job opportunities and civic sense.
        • The proposals significantly increase the quota for skilled workers from the existing nearly 12 per cent to 57 per cent. 
        • Besides, immigrants will be required to learn English and pass a civics exam prior to admission.

      • Saudi Arabia has for the 1st time approved a scheme that gives permanent residency to certain expatriates, allowing them to own property in the country. 
        • The 'Privileged Iqama' system will be offered to highly skilled foreigners and investors. 
        • The scheme will attract investors and enhance the economy's competitiveness.
      • The Comprehensive Nuclear Test Ban Treaty Organization (CTBTO) has offered India an 'Observer' status and access to data from the International Monitoring System. 
        • The CTBT is a legally-binding treaty that aims to ban all nuclear explosions across the world. 
        • It has been signed by 184 countries but not come into force as eight countries including India have not ratified it.
      • The Pakistan government has introduced a bill in the lower house of the Parliament to create the new province of South Punjab by bifurcating Punjab
        • South Punjab will comprise Multan, Bahawalpur and Dera Ghazi Khan Divisions. 
        • Note : Bifurcating Punjab province to form South Punjab was an electoral promise made by Pakistan Prime Minister Imran Khan's Pakistan Tehreek-e-Insaf party.
      • US President Donald Trump has declared a National emergency to protect the country against foreign adversaries that are taking advantage of technological vulnerabilities to threaten US communications systems. 
        • The order bars US companies from using foreign telecoms believed to pose national security risks.
        • This comes amid US' campaign against Chinese manufacturer Huawei over espionage concerns.
      • India has joined a major global initiative to combat terrorism and extremism online and secure the internet.
        • The initiative -- 'Christchurch call to action' --  has been named after the New Zealand city where 51 people were killed in an attack on mosques.
        • It was launched in Paris by India, France, New Zealand, Canada and several other countries.
      • US President Donald Trump is going to visit South Korea next month to meet with his counterpart Moon Jae-in over their efforts to persuade North Korea to scrap its nuclear weapons arsenal.
        • The White House said in a statement that President Trump and President Moon will continue their close coordination on efforts to achieve the final, fully verified denuclearisation of Pyongyang.
        • Note : It will be the second meeting between the two leaders since the collapse of a summit between Mr Trump and North Korean leader Kim Jong Un in Hanoi in February after they failed to reach a deal on denuclearisation.
      • The 3rd round of Foreign Office Consultations between India and Botswana was held in New Delhi yesterday.
        • The Indian side was led by Joint Secretary, East and Southern Africa in the Ministry of External Affairs Dr. Neena Malhotra.
        • The Botswana side was headed by Deputy Permanent Secretary in the Ministry of International Affairs and Cooperation of Botswana Government, Tapiwa Mongwa.
        • The deliberations provided an opportunity to review the entire gamut of bilateral relations, including political, economic, commercial, defence, consular and international cooperation. 
        • Ways to further strengthen the existing friendly relations by way of expanding cooperation in development projects were also discussed.

        • Under the first 'well-being budget' to be presented later this month, the New Zealand government will give special emphasis to mental health.

      • US Secretary of State Mike Pompeo is on a visit to Brussels to discuss current pressing matters including Iran.

      • The Hinduja brothers have been named the UK's wealthiest people for the 3rd time, according to Sunday Times Rich List
        • Sri and Gopi Hinduja saw their wealth increase by £1.35 billion from last year to £22 billion (around ₹2 lakh crore). 
        • Note : The Hinduja Group was founded in Mumbai in 1914 and operates in fields including oil, banking, IT and property.
        • Mumbai-born Brothers David and Simon Reuben secured 2nd place with a combined wealth of 18.66 billion pounds. 
          • They made fortune in scrap metal, property and carpets
        • The richest person on 2018’s Times Rich List, Sir Jim Ratcliffe, founder of Ineos chemicals firm, slipped to 3rd rank in the list.
        • Zimbabwe-born Valerie Moran became 1st black female entrepreneur ever to be ranked in the Times Rich List.

      • India is going to host a World Trade Organization (WTO) Ministerial Meeting of Developing Countries and Least Developed Countries (LDCs) in New Delhi during 13th & 14th May 2019.
        • The 2-day meeting is an effort to bring together the developing countries and the LDCs on a platform for sharing common concerns on various issues affecting the WTO and work together to address these issues.
      • A total of 186 countries, except the US, have signed a legally-binding agreement aimed to reduce the export of plastic waste
        • The nations party to the agreement will now have to obtain consent from the countries they export plastic waste to. 
        • The agreement updates the 1989 Basel Convention on the control of hazardous waste to include plastic.
      • Pakistan has banned 11 outfits linked to 26/11 Mumbai attacks mastermind Hafiz Saeed's Jamaat-ud-Dawa (JuD), its charity wing Falah-e-Insaniat Foundation (FIF) and Masood Azhar's Jaish-e-Mohammed (JeM)
        • Pakistan announced a ban on JeM earlier this month after Azhar was designated as a global terrorist by the United Nations Security Council. 
        • It had banned JuD and FIF in March.
