  13. Pursuing - To proceed in accordance with.
  14. To rig - To furnish or provide with.
  15. Enforcing - To put or keep in force.
  16. Backdrop - (Here) General situation
  17. Commuting - To travel regularly over some distance.
  18. Levy - An imposing or collecting as of a tax.
  19. Hefty - Large in amount.
