International Affairs

• The India-China Combined Military Training Exercise, ‎Hand In Hand 2015‬, began at ‎Kunming‬, China today. 
• The purpose of the exercise is 
• to develop joint operating capability, 
• share useful experience in counter-terrorism operations and 
• to promote friendly exchanges between the armies of India and China.
• India for the first time fielded a contingent of 175 troops from 2nd Battalion of Naga Regiment from Eastern Command which looks after the border with China.
• China, meanwhile, deployed troops from 14 Corps of China’s Chengdu Military Region whose focus is on Indian borders.
• This is the Fifth round of exercises being held by both sides.
• First drill was held in southwest China's Yunnan Province in 2007
• Second drill was held in Belgaum in Karnataka a in 2008. 
• Third round was held in southwest China's Sichuan in 2013, followed by 
• Fourth was held in Pune in 2014.
• In the second leg of his Tri-Nation visit, President Pranab Mukherjee reaches Palestinian city of Ramallah.
• This was the First ever state visit by an Indian president to Palestine.
• He was given a ceremonial reception by the Palestinian President Mahmoud Abbas at the Presidential palace. 

National Affairs

• Polling for 1st phase of the Bihar‬ Assembly elections began today.
• The fate of 586 candidates will be decided in 49 assembly constituencies by a total of
  
  1.35 crore voters.
• The Jammu and Kashmir High Court has ruled that Article 370, granting special status to the state, has assumed place of permanence in the Constitution and the feature is beyond amendment, repeal or abrogation.
• The Supreme Court today imposed an ‘Environment Compensation Charge’ (ECC) on commercial vehicles entering Delhi, in addition to the toll tax, in a bid to check high pollution levels in the city.
• This ECC will be implemented from November 1st for four months on a trial basis.

• Growth of Industrial production in India  rises to three year high of 6.4 percent.
• Retail inflation goes up to 4.4 percent on dearer food items.

New Appointments

• Korean professor in the economics of climate change, energy and sustainable development, Hoesung Lee was elected to head the Inter-governmental Panel for Climate Change at its 42nd session underway in Dubrovnik, Croatia. 
• Lee succeeds the previous chairperson R.K. Pachauri of India who had stepped down, following the sexual abuse scandal in which he was allegedly involved.
• Veteran Communist leader K P Sharma Oli was today sworn in as Nepals 38th Prime Minister, a day after he was elected in Parliament with support from smaller parties.

Awards & Honors

• Scottish economist Angus Deaton wins the Nobel memorial prize in Economic Sciences 2015 for his analysis of consumption, poverty, and welfare.
• Deaton, who was born in Edinburgh in 1945, now works at Princeton University in the United States.

Sports

• Great Britain beat India 4-3 in the Sultan of Johor Cup Junior Men's Hockey tournament at Johor Bahru in Malaysia.
• Lewis Hamilton wins Russian Grand Prix Title
• Punjab National Bank (PNB) claimed the Beighton Cup hockey tournament at the Sports Authority of India (SAI) ground in Kolkata.
• PNB defeated Indian Oil Corporation (IOC) by 5-3 in penalties.
