International Affairs

• India has pre-launched a web portal for the approval of its ITEC programme by granting a scholarship to a Nepalese candidate for a two month internship programme. This launch of the web portal marks the 50 years of commencement of the ITEC programme.

National Affairs

• Great Revolutionary Shaheed Ashfaqullah Khan's (22 October 1900 – 19 December 1927) 114th birth anniversary today.
• Government has decided to commemorate 31st October, the birth anniversary of former Deputy Prime Minister and Iron Man Sardar Vallabhbhai Patel as Rashtriya Ekta Diwas across the country.
• The Kerala State Commission for Protection of Child Rights (KSCPCR) will implement an educational package titled Early Childhood Curriculum Care and Education (ECCCE), for tribal pre-primary children in their own language.
• CBI today filed its first charge sheet in the multi-crore Saradha scam naming the company chief Sudipta Sen, close aide Debjani Mukherjee and suspended Trinamool MP Kunal Ghosh, five months after it was ordered by the Supreme Court to probe the case. 
• West Bengal Chief Minister Mamata Banerjee today said that all patients will be entitled to receive free treatment, free diagnostics and free surgery in all government hospitals and health centres across the state.

Awards & Honors

• Nobel Peace Prize winner MalalaYousafzai conferred the Liberty Medal of the 2014 for her continued demonstration of courage and resilience in the face of adversity and for serving as a powerful voice for those who have been denied their basic human rights and liberties.
• She is the youngest recipient of this Award. 
• This American award was established in 1988 to commemorate the 200 years of the US Constitution.
• Indian-American student Sahil Doshi wins 'America's Top Young Scientist' award for his innovative design of an eco-friendly device that seeks to reduce carbon footprint while offering power for household usage.

New Appointments

• The government has appointed former Chief Election Commissioner N Gopalaswami as the new chairman of the governing board of the Chennai-based Kalakshetra Foundation.

Deaths

• Former Washington Post editor, Benjamin Baradlee (93), who guided the daily through its coverage of Watergarte scandal passed away.

Sports

• International Boxing Association (IBA) provisionally suspends Asian Games bronze-winning boxer Sarita Devi and her coaches (Messrs Gurbakhsh Singh Sandhu, Blas Iglesias Fernandez and Sagar Mal Dhayal) for showing protest at podium.
• Note : She had dominated her 60kg semifinals bout against Korean boxer Ji-Na Park, had reacted strongly after she was declared the loser. She had refused to accept the bronze medal, but later apologised to the Olympic Council of Asia (OCA)
