- Reform - to make an improvement, especially by changing the structure of something
- Decree - an official statement that something must happen
- Negotiate - to have formal discussions with someone in order to reach an agreement with them
- Severance - money paid by an employer to an employee whose job the employer has had to bring to an end
- Downsize - make something smaller
- Workforce - the group of people who work in a company, industry, country, etc
- Overhauling - to repair or improve something so that every part of it works as it should
- Spur - to encourage an activity or development or make it happen faster

- Hovers - to stand somewhere
- Stubbornly - difficult to move, change, or deal with
- Jump-start - to improve a situation by taking a particular action

- Subsidy - money given as part of the cost of something, to help or encourage it to happen
