You can apply online from 21st September 2019 to 11th October 2019. The Phase I online exam will be held on 9th November 2019.     • A Doctorate Degree in Economics or research or teaching experience in Economics or publications in standard journals would be considered as an additional qualification.
    • Candidates having M.Phil. Degree and Doctorate Degree from a recognized Indian/Foreign University/Institute in the specified subjects will be eligible for relaxation in the upper age limit by 2 years and 4 years respectively.

International Current Affairs
  • International Day of Democracy, an annual United Nations initiative, is being observed today.
    • Theme of International Day of Democracy 2019 : 'Participation'.
  • The 2019 edition of Maitree, the joint military exercise between India and Thailand will be conducted from tomorrow (16th September 2019) at Foreign Training Node, Umroi, in Meghalaya.
    • The joint military exercise is being conducted between armies of India and Thailand since 2006. 
    • This annual training event is held alternatively in Thailand and India.
    • Aim : To share experience gained during various counter-terrorism operations.
    • The exercise will conclude on 29th September 2019.  
  • India will conduct a 2-week special training programme for Maldivian civil servants from tomorrow in Delhi and Mussoorie.
    • This training is part of a bilateral MoU on Training and Capacity Building Programme between the National Centre for Good Governance (NCGG) and the Maldives Civil Service Commission (CSC). 
    • A 32-member delegation from the Maldives reached the NCGG campus in Mussoorie.
National Current Affairs
  • Today (15th September 2019) is 52nd Engineer's Day
    • This day is celebrated every year in India since 1967 to commemorate the birthday of the legendary engineer Sir Mokshagundam Visvesvaraya
  • The state government of Rajasthan launched ‘Jan Soochna Portal’, a portal for quick access to information on government departments
    • It has been launched under Rajasthan Innovation Vision (RAJIV) campaign.
    • The portal is a step of state government towards making Rajasthan a model state for good governance and accountability in administration.
    • Note : Rajasthan has now become 1st state in country to provide information about a dozen departments on a single platform.
  • The Survey of India (SoI) with support from Department of Science & Technology (DST) will be digitally mapping the length and breadth of the country over the next two years. 
    • The work has already begun in three states — Maharashtra, Karnataka and Haryana
    • The mapping would be drone-based, but this would be validated by ground-based information.
  • United Nations Educational, Scientific and Cultural Organization (UNESCO) has decided to translate and publish an anthology of writings of Baba Guru Nanak Dev, the founder of Sikhism (and also 1st of 10 Sikh Guru) in world languages to commemorate his 550th birth anniversary.
    • Also, National Book Trust (NBT) will publish Gurbani (various compositions by Sikh Gurus and other writers of Guru Granth Sahib) in different Indian Languages.
  • The exercise codenamed as ‘HimVijay’ is scheduled to be carried out by Indian Armed Forces (IAF) in October 2019 in Arunachal Pradesh, close to borders with China. 
    • In these upcoming war games, the Indian Armed Forces plan to deploy their latest American weapons systems such as M777 ultra-light howitzers and Chinook heavy-lift helicopters.

  • Finance Minister Nirmala Sitharaman today announced that the government will relax rules for lending to priority sectors, which could lead to banks providing up to an extra ₹68,000 crore of export credit. 
    • urther, the Export Credit Guarantee Corporation will expand the scope of Export Credit Insurance Scheme and offer higher insurance cover to banks lending to exporters.
  • To check malpractices in GST, the GST Network has decided to make Aadhaar authentication or physical verification mandatory for new dealers from January next year.

  • The Ministry of Electronics and Information Technology (MeitY) has constituted a Committee to study issues related to non-personal data and to come up with related data governance framework. 
    • The 8-member committee will be headed by Kris Gopalakrishnan (Infosys Co-Founder)
    • Important Note : This panel was formed based on the recommendations of the Justice BN Srikrishna committee on protection of personal data.

  • India clinched the Under-19 Asia Cup title by defeating Bangladesh in final at Colombo today.
  • Indian Badminton player Sourabh Verma clinched the Vietnam Open Super 100 title by defeating Sun Fei Xiang (China) in a thrilling Men's Singles summit clash at the Ho Chi Minh City today.
    • This victory marks Verma's second Super 100 win in the ongoing calendar year. 
    • He had won the Hyderabad Open earlier in August.
  • Rising Indian shuttler Lakshya Sen defeated Svendsen of Denmark in straight games to clinch Men's singles title at the Belgian International Challenge yesterday.

    In Reading Comprehension A long passage of about 600 to 800 words with big and winding sentences will be given. You have to read it and answer TEN questions all in just 7 minutes. As an IBPS PO or Clerical aspirant, do you want to know How to get good marks in Reading Comprehension ?. Below are a few tips that may help.

    Some tips to get good marks in Reading Comprehension in IBPS PO and Clerks

    1. Read it quickly at the rate of 160 words per minute
    2. Then read only questions with out options and this gives you a complete idea about the theme of the passage.
    3. While reading, use your finger or a pen as ap ointer along the line of words. It improves your focus and understanding.
    4. At home read aloud at least 5 passages per day. It improves your speed, vocabulary and understanding.
    5. To improve your vocabulary, read magazines, news papers daily and use a standard dictionary.
    Directions (1-10) : Read the following passage carefully and answer the questions given below it. Certain words / phrases are given in bold to help you locate them while answering some of the questions.

    Passage

    Over the past few days alone, the China's Central Bank has pumped extra cash into the financial system and cut interest rates. The aim is to FREE more cash for banks to lend and provide a boost for banks seeking to improve the return n their assets. The official data though suggested that bad loans make up only 1.4% of their balance sheets. How to explain the discrepancy ? One possible answer is that bad loans are a TAGGING indicator i.e., it is only after the economy has struggled for a while that borrowers began to suffer. Looked at this way, China is trying to anticipate problems keeping its banks in good health by sustaining economic growth of nearly 7% year on year. Another more worrying possibility is that bad loans are worse than office data indicate. This doesn't look to be the cause for China's biggest banks, which are managed conservatively and largely focus on the country's biggest value and quality borrowers. But there is MOUNTING evidence that when it comes to smaller banks, especially those yet to be listed on the stock market, bad loans piling up. That is important because enlisted lenders account for just over a third of the Chinese banking sector, making them as big as Japan's entire banking industry.

    Although non-performing loans have edged up slowly, the increase in special-mention loans (a cateogyr that includes those over due but not yet classified as impaired loans) has been much bigger. Special-mention loans are about 2% at most of China's big listed banks, suggesting that such loans must be much higher at their smaller, unlisted peers. Many of these loans are simple bad debts which banks have not yet admitted to. Another troubling fact is that fifteen years ago, the government created asset management companies (often referred to as bad banks) to take on the non-performing loan of the lenders. After the initial transfer these companies had little to pay. But, last year, Cinda, the biggest of the bad banks, bought nearly 150 billion Yuan ($24 billion) of distressed assets, two thirds more than in 2013. These assets would have raised the banks bad loans ratio by a few tenths of a percentage point. Although such numbers do not seem very alarming, experts who reviewed last year's resutls for 158 banks, of which only 20 are listed found that "shadow loans". Loans recorded as investments which may be disguise for bad loans have grown to as much as 5.7 billion Yuan or 5% of the industry's assets. These are heavily concentrated on the balance sheets of smaller unlisted banks and at the very least, all this POINTS to a need for recapitalization of small banks.

      • The 24th World Energy Congress was held in Abu Dhabi, at the Abu Dhabi National Exhibition Centre, United Arab Emirates (UAE) from 9-12 September 2019.

      National Current Affairs
      • To provide state ration card holders two kilograms of two different varieties of pulses available at prices much lower than the market rate, Uttarakhand Chief Minister Trivendra Singh Rawat today launched a scheme called ‘Mukhya Mantri Dal Poshit Yojana’. 
        • Under the scheme State government will offer a subsidy of Rs.15 per kilogram on variety of pulses identified, including chana, malka and masur.
      • The Payippad Boat Race (also known as the Payippad Vallamkali or the Jalotsavam)  is being held in Payippad Lake in Kerala
        • It is one of the most colourful festivals of the region with the largest participation of chundan vallams (snake boats). 
        • The boat race pays homage to Lord Sree Ayyappan and Lord Subramanya.
      • Union Minister of state for Skill Development and Entrepreneurship (MSDE) Mahendra Nath Pandey laid the foundation stone for Indian Institute of Skills (IIS) at Mumbai, Maharashtra. 
        • The concept of IIS was envisaged by Prime Minister Narendra Modi when he had visited Vocational Education and Training Centre in Singapore.
        • Note : Union Cabinet had given its nod to set up Indian Institute of Skills (IISs) in 3 cities namely, Mumbai, Ahmedabad and Kanpur to give wings to the Skill India Mission. 
        • These institutes will be constructed and operated on a Public-Private Partnership (PPP) model and on a not-for-profit basis.
      • Prime Minister Narendra Modi launched the National Artificial Insemination Programme at Mathura, Uttar Pradesh.
        • This programme was launched on sidelines with ‘Swachhta Hi Seva’ Programme, 2019 and National Animal Disease Control Programme (NADCP) at Mathura.
      Science & Technology
      • The Defence Research and Development Organisation (DRDO) has successfully test fired indigenously developed Man Portable Antitank Guided Missile (MPATGM) from a firing range in Kurnool, Andhra Pradesh.
      • Russia has terminated its 1st life-sized humanoid robot to space, Fedor (Final Experimental Demonstration Object Research)
        • Fedor was launched on August 22 aboard a Soyuz MS-14 spacecraft, which docked successfully with the International Space Station (ISS) five days later. 
      • The World's 1st malaria vaccine is being rolled out in parts of Kenya after debuting in Ghana and Malawi earlier this year. 
        • More than 300,000 children are expected to receive the vaccine over the next three years. 
        • Note : Malaria infected about 219 million people in 2017, killing around 435,000 of them, most of them babies and children in parts of Africa.
      • Union Ministry of Human Resource and Development has prepared a module to introduce study of Artificial Intelligence (AI) at the school level. 
        • The announcement for the initiative was made by Union Human Resource and Development Minister Ramesh Pokhriyal Nishak while addressing Central Board of Secondary Education’s Teachers Awards 2018-19. 
      Banking, Business & Economic Affairs
      • Bank of Baroda (BoB) has put up for auction the headquarters of erstwhile Dena Bank in Mumbai's Bandra Kurla Complex at a reserve price of ₹530 crore. 
        • This follows the merger of Bank of Baroda with Dena Bank and Vijaya Bank. 
      • At least three lots of MDH's sambhar masala were withdrawn from the United States last week after the US Food and Drug Administration (USFDA) found 'salmonella' in it. 
        • Note : Salmonella is a bacteria that causes salmonellosis, a foodborne illness with symptoms like diarrhoea, abdominal cramps and fever. 
      • The International Monetary Fund (IMF) spokesperson Gerry Rice has said that the recent economic growth in India is "much weaker than expected".
        • He said that it's weaker mainly due to "corporate and environmental regulatory uncertainty" and "lingering weakness in some non-bank financial companies". 
      • During his 3 day visit to the country, President of India Ram Nath Kovind, addressed the India-Iceland Business Forum in Reykjavik, (capital of Iceland).

      • Government e-Marketplace (GeM) under Department of Commerce, Union Ministry of Commerce & Industry and Government of Punjab, signed a Memorandum of Understanding (MoU) to set up a GeM Organizational Transformation Team (GOTT) Project Management Unit (PMU) in the state.

            • Prime Minister Narendra Modi will address the United Nations General Assembly (UNGA) session on September 27.
              • Pakistan Prime Minister Imran Khan is also scheduled to address the General Assembly on the same day.  .
            • President Ram Nath Kovind's 3-nation tour to Slovenia, Iceland and Switzerland made him the 1st Indian President to visit Slovenia
            • Defence Minister Rajnath Singh will wisit France in the first week of October 2019.
              • In this visit, he will receive the 1st of the 36 Rafale fighter jets in Paris on October 8, which is celebrated as Air Force Day.
              • During this visit, he will also hold extensive talks with the top defence brass of the French government on ways to deepen defence and security cooperation with India.
            • Prime Minister of St. Vincent and Grenadines Dr. Ralph Everard Gonsalves is on his first ever visit to India.
              • During this visit, he met PM Modi and held talks. 
              • He is also participating in high-level United Nations Convention on Combating Desertification (UNCCD) Symposium, a 12-day conference being held from 2-13 September 2019 at Greater Noida.
            • Prime Minister Narendra Modi and his Nepal counterpart K P Sharma Oli jointly inaugurated South Asia’s 1st cross-border petroleum products pipeline from Motihari (in Bihar) in India to Amlekhgunj in Nepal through video conference. 
              • Both leaders also expressed confidence that bilateral relations between India and Nepal will continue to further deepen and expand across diverse sectors. 
            National Current Affairs
            • PM Narendra Modi will launch the Kisan Maan Dhan Yojana tomorrow (September 12) in Ranchi (Jharkhand). 
              • The scheme shall secure the lives of 5 crore small and marginal farmers by providing a minimum pension of ₹3,000 per month, to those who attain 60 years of age.
            • Jammu & Kashmir and Ladakh will become 2 separate Union Territories from October 31 but will have a common high court, J&K State Judicial Academy's Director Rajeev Gupta announced today. 
              • 108 central laws would be applicable for the two UTs, while 164 state laws would be repealed and 166 state laws will continue to be applicable.
            • PM Narendra Modi called for a global boycott of single-use plastic at the United Nations Convention to Combat Desertification (UNCCD) being held in Greater Noida, Uttar Pradesh. 
              • He said the forest cover in India had gone up by 0.8 million hectares between 2015-17. 
              • Trees cut for development projects are compensated by planting more trees, PM Modi added.
            • Madhya Pradesh government has decided to let people adopt Cows
              • Lifetime adoption will reportedly cost ₹3 lakh while adoption for a year will cost ₹21,000.
            • Prime Minister Narendra Modi inaugurated the 10,000-acre Aurangabad Industrial City (AURIC).
              • Note : This is India's 1st greenfield industrial smart city
            • Indian Railways will help recharge phones of passengers if they use plastic bottle crushing machines installed at stations. 
              • The step is in a bid to promote Prime Minister Narendra Modi’s initiative to junk single use plastic.

            • 27 year old Anupriya Madhumita Lakra recently became the 1st tribal woman from Maoist-affected Malkangiri district of Odisha to become a commercial pilot.
              • Lakra will join the Indigo airline as a co-pilot later this month. Lakra's father, who is a police constable, said that it was difficult for him to fund her pilot training but he took loans.
            • Chinese e-commerce giant Alibaba's billionaire Co-founder, Jack Ma, stepped down from his role as Chairman on his 55th birthday today.
              • Note : Ma co-founded Alibaba in 1999 and is currently the world's 20th richest person with $41.8 billion wealth.

            • ISRO Chairman K Sivan has announced that the exact location of Chandrayaan-2's Vikram lander on the lunar surface has been found.
              • The Vikram lander is in a single piece, however, it's in a tilted position.
              • The orbiter also clicked a thermal image of the lander through its high-resolution camera. 
            • Delhi's Indira Gandhi International Airport today announced a 3-month trial of facial recognition entry system for domestic passengers of Vistara airline at Terminal 3. 
            Banking, Business & Economic Affairs
            • The Reserve Bank of India (RBI) has selected Daffodil Software Pvt Ltd to develop a mobile app for the visually impaired to help them identify currency notes.
            • India's largest lender State Bank of India (SBI) reduced its lending rate by 10 basis points across all tenors.
              • This is the 5th reduction in lending rate from SBI in the Financial Year 2019-20, coming down to 8.15% from 8.25% after it cut repo rates by 1.1% last week. 
            • China is planning to invest $1 billion in development projects in Pakistan, seeking to boost bilateral ties, Yao Jing, China's Ambassador to Pakistan, recently announced. 
            Recent Committees in News
            • The government has constituted a Task force to identify technically and economically viable infrastructure projects for ₹100 lakh crore investment by 2024-25. 
              • It will also guide the ministries in identifying appropriate sources of funding and suggest measures to monitor the projects.
              • The task force will be chaired by Atanu Chakraborty (Economic Affairs Secretary) and will have 5 other members.
            • Union government has constituted a 3-member committee to oversee the bifurcation of Jammu and Kashmir (J&K) into 2 union territories and look into distribution of assets and liabilities of J&K between two successor Union territories that will come into existence on October 31.

            • The names of the winners for Visitor’s Awards 2019 for research in various fields were announced by President’s Secretariat.
              • Professor Sibnath Deb : He is from Pondicherry University. He will be awarded for his research in field of child protection, especially his focus on child abuse and neglect, student’s mental health and HIV/AIDS.
              • Professor Sanjay Puri : He is from School of Physical Sciences in Jawaharlal Nehru University (JNU). He will be awarded for his research in field of non-equilibrium statistical physics and nonlinear dynamics.
              • Professor Asad Ullah Khan : He is from Inter-disciplinary Biotechnology Unit in Aligarh Muslim University (AMU). He will be awarded for identifying Antimicrobial resistance (AMR) problem in India: mechanism of spread and control of AMR.
              • Dr Partima : She is from Special Centre for Nanoscience in Jawaharlal Nehru University. She will be awarded for her research on nano biosensors and nano-bio interactions especially early-stage cancer diagnosis using nanomaterials bases biosensing platform.
              • Dr Shaon Ray Chaudhuri : She is from Department of Microbiology in Tripura University. She is awarded for Technology Development, for developing microbial biofilm reactor for conversion of dairy wastewater into biofertilizer.

            • Veteran Supreme Court lawyer and former Union Minister Ram Jethmalani (95) passed away.
              • He had served as the Law Minister and the Minister of Urban Affairs in the Atal Bihari Vajpayee-led NDA government.

            New Appointments
            • The Appointments Committee of the Cabinet (ACC) has approved the appointment of  1972 batch Gujarat cadre IAS officer, Dr. P.K. Mishra, currently functioning as Additional Principal Secretary to Prime Minister, as Principal Secretary to Prime Minister with effect from today (11th September, 2019). 
            • The govt has appointed P.K. Sinha, currently functioning as OSD in the Prime Minister's Office, as Principal Advisor to Prime Minister with effect from 11th September, 2019. 
            • Former Union Minister Kalraj Mishra was sworn in as the Governor of Rajasthan at an oath-taking ceremony held at the Raj Bhawan in Jaipur. 
              • Rajasthan High Court Chief Justice Shripathi Ravindra Bhat administered the oath of office to Mishra who replaced Kalyan Singh after the completion of his five-year tenure. 
              • Mishra became the 22nd Governor of the state.
            • Senior judge of the Allahabad High Court, Justice Vikram Nath, has been appointed as the Chief Justice of the Gujarat High Court following the Supreme Court Collegium's recommendation sent last month.

              • The audio commentary will commence from the first match of India's upcoming T20I series against South Africa on September 15. 
              • The arrangement also includes domestic tournaments including Ranji Trophy, Irani Cup and Deodhar Trophy among others.

              US Open (Tennis) 2019 Winners List

              The 139th edition of the US Open Tennis Tournament was recently concluded at USTA Billie Jean King National Tennis Center, New York. The Grand Slam tournament was held during 26th August to 8th September 2019. World number two Rafael Nadal has won the Men's Singles title by defeating world number five and first-time Grand Slam finalist Daniil Medvedev of Russia. This is Nadal's 4th US Open Title.  He has now won 19 Grand Slam men's singles titles, just one fewer than Roger Federer's all-time record of 20 major titles. Jamie Murray (Britain) and Bethanie Mattek-Sands (USA) defeated top seeds New Zealand's Michael Venus and Taiwan's Chan Hao-ching to retain their US Open mixed doubles title.  The women's singles title has won by Bianca Andreescu of Canada.
