World Bank's Special Action Plan (SAP)
The World Bank started it's Special Action Plan (SAP) in 1983. The idea behind the SAP is to assist member countries to adjust to current economic environment. The programme involves financial measures and policy advice to countries making serious efforts to restore and sustain growth. It is designed to supplement the assistance being provided by other development agencies and governments.
The SAP has the following four elements. - Expansion in lending for high priority operations that support structural adjustment, policy changes, production for exports, fuller use of existing capacity and maintenance of vital infrastructure.
- Accelerated disbursement of loans under the existing and next investment commitments to ensure timely implementation of high priority projects.
- Expanded advisory services on formulation and implementation of appropriate policies.
- Enlisting similar efforts by other donors for rapid disbursement of assistance in support of programmes of the World Bank and IMF.
The World Bank and India
India Joined the World Bank in 1944 and is one of its oldest members. It is the World Bank's largest single borrower, with cumulative lending of more than US$47 billion as of June 2000 in market-based loans from the International Bank for Reconstruction and Development (IBRD) and development credits from the International Development Association (IDA), the World Bank affiliate that provides interest-free loans to economies with low per-capita incomes.
- Partnership Strategy for India (2013-2017) : The World Bank Group’s Partnership Strategy for India (2013-2017) will help India lay the foundations for achieving “faster, sustainable, and more inclusive growth” as outlined in the government’s 12th five year plan. The World Bank Group will support India with an integrated package of financing, advisory services, and knowledge. During the World Bank financial year (July 2013-June 2014), funding for India was $5.2 billion ($2.0 billion in International Bank for Reconstruction and Development (IBRD), $3.1 billion in International Development Association and $0.1 billion in CTF or Clean Technology Fund) across 16 projects.
- Recently (on 29th August 2014) the Government of India, the Government of Mizoram, and the World Bank today signed a $107 million credit agreement for the Mizoram State Roads II – Regional Transport Connectivity Project to improve transport connectivity in the state of Mizoram and to help open up the potential for regional trade among neighboring countries.
