- Effective - successful in producing a desired or expected result
- Equitable - treating everyone fairly and in the same way (impartial)
- Dynamic - continuously changing
- Justified - if you are justified in doing something, you have a good reason for doing it
- Shore up something - to give support or help to something that is having problems or is likely to fail
- Lagging - the act of falling or staying behind
- Revenues - the income that a government or company receives regularly
- Flexible - able to be changed easily according to the situation
- Capped - a limit on the amount of money that can be charged
- Robust - strong and successful
- Component - one of the different parts of something
- Infrastructure - the basic systems and services a country or organization uses in order to work effectively

- Reining in Something / Someone - to control unwanted activity or growth
- Adventurist - some one who is willing to take risks in order to gain an unfair advantage in business or politics
- Explosive - sudden and great
- Yield - to produce something
- Reverberations - an effect that spreads over a wide area or lasts for a long time
- Alarm bells - something that makes you feel something unpleasant or dangerous is going to happen
- Warhead - the front part of a bomb or missile that explodes

- Agenda - a plan or aim that is kept secret

- Sustainable - capable of continuing for a long time at the same level
- The negotiating table - a situation or place in which people formally discuss something in order to reach an agreement
- Outcome - the final result of a process, meeting, activity etc
