- In a major modification to the National Blood Policy, blood banks will now be able to borrow units from one another in case of a shortage.
- The Union Health Ministry has taken this decision as part of reforms to the handling of blood units in the country.
- Important Points to Note :
- The shortage of blood units has been a recurring problem since the Supreme Court, on 1st January 1998, banned paid donation.
- According to the CDSCO, India has 2,760 licensed blood banks.

- The Delhi government is going to set up a Panel with a Group of Ministers to examine enhancing punishment for those found guilty of Raping minors.
- The panel will also examine whether probe related to rape cases can be made time bound.
- The panel will also look into the possibility of fixing the minimum punishment as life term or death penalty.
- The panel will consider a proposal to lower the age of Juvenile crime from 18 to 15.
- This Panel will be headed by : Manish Sisodia(Deputy Chief minister)
- The 46th International Film Festival of India will be held from 20th to 30th November 2015 at Goa.
- This is one of the most significant film festivals in Asia.

- Acclaimed Egyptian novelist and journalist Gamal al-Ghitani has passed away.
- Much of his work has been widely translated, including the 1974 novel Zayni Barakat, considered a seminal portrayal of authoritarian rule.
- He won awards in Egypt for his writing, as well as being awarded France's Chevalier de l'Ordre des Arts et des Lettres in 1987.
- Actress Pat Woodell passed away.
- She best remembered for her role as Bobbie Jo Bradley in 1960s series “Petticoat Junction”.
